Franklin has a vastly superior arsenal, and might be a lot stronger due to being able kill killer whales with his bare hands, but Joel can quickly craft smoke bombs, pipe bombs, Molotovs, and such which would help him a lot, he also is leagues better when it comes to being sneaky, dude snuck around creatures with very powerful hearing for 25 years. Franklin is actually pretty underated, and I think he's more skilled than Joel, but Joel is more experienced. Franklin might be much stronger, but Joel's dealt with that in Bloaters, for 25 years, I think in a direct confrontation, Frank claps (He's got a Golf club by the way) but in stealth confrontation, which is Joel's specialty, Joel's got it.

Franklin is faster, stronger, more skilled, has a better arsenal, can regen... I don't see how a few years of experience fighting zombies would make Joel deal with all that, and in direct combat, be stealth would have the slightest relevance, especially against someone who can see the world in slow motion.

Frank can only slow down time in a vehicle, it's probably Michael you're thinking of. Franklin is a lot faster, yes, he is a lot stronger, yes, but Joel's dealt with that before, dude. For several years. He's smart enough not to engage in direct confro with a guy like Franklin. And Joel doesn't just have a "few years of experience with zombies" he has 25 years of experience. And not just fighting off Zombies. But several gangs, killing and robbing other survivors, and even the military. Franklin just started a serious career. Franklin's Regen wouldn't be a problem Molotovs + flamethrower.
Not to mention he knows how to make more of those, and fast at that. Smoke bombs + Molotovs + Pipe bombs is more than enough

Yes, Joel fought gangs but that Franklin did too, before meeting Michael and becoming a expert with firearms, being able to execute confrontation with the Marryweather Military, FIB and IAA soldiers with ease (Several times he did it, and one of Franklin's hobbies is murder people for Lester directly using his rifle most of the time), EoS Franklin also got the same hunter experience as Joel, and feats like headshot people inside a ship while being miles away. Irrc, he is even able to kill Michael de Santa in one of the endings, which is one of the best snipers in the GTA universe.

If Franklin is faster than Joel he would win regardless of any other factor, as he would have the advantage of pull his weapon first and shoot him in the face with a mini-gun.

Tommy, Joel's brother, was trained by the fireflies, and was a notable member of the organization. The fireflies directly competed with the military for years. Tommy complimented Joel's skill, and Joel wiped out the fireflies. Killed the rest of them easily in the intro of the last of us part 2. Franklin never directly killed Michael. Frank was gonna pull Mike up, and Mike headbutted him, causing him to fall to his death. Deathwish is the only canon ending anyway.

And Joel could headshot a guy in a military vehicle, quickly sticking his head out to throw Molotovs, and was sniping many fast moving Zombies.

Franks a lot faster, yeah.
But Joel's got that covered. Joel could just sneak around and plants a bunch of pipe bombs around him.
