im pretty sure johnny deals with the military on a daily basis and they even come to him and his sister´s for help he also has teleportation, hammerspace and flight (with a jetpack.) and if cornered he would simply retreat to the lab to find something and there´s the mega action game controler he could use to simply make the apache crash or destroy it self.

There's also the tank commanders who almost assumed civilians were the enemy and killed them

And the Air Force people who literally just left some civilians to hang helplessly.
