She transfers her damage to other citizens and only dies in cases where the contract fails. Either it depletes her 125 million supply or an attack on her is not perceived as an attack.

Kaneki's only chance is to defeat her in the first move, but you didn't give him the information about that and gave Makima the information that Kaneki is the One-Eyed Ghoul King. She will try to subdue him anyway and he doesn't resist.
