Where the Wild Things are
 
This is sad to say but I think Hatsumi takes this with a similar level of difficulty to the Bando match. Hatsumi is ridiculously skilled and should be able to dodge majority of Katsumi's attacks. And although physically Hatsumi isn't very strong compared to other Kengan top tiers, his usage of aikido and pressure points gives him many KO options that could defeat Katsumi easily.

Mach Punch is Katsumi's main win condition ofc. But at this point in the story it's a lot weaker than it becomes. I believe it would hit Hatsumi but wouldn't be enough to finish him off since Hatsumi would likely be able to negate some of the damage, keeping his organs from rupturing and keeping him conscious. Then Hatsumi would use that brief opening after the hit lands to use a finishing move.

So I'd say Hatsumi wins mid diff and suffers severe rib fractures and likely some internal bleeding from the Mach Punch. Maybe some slight bruising elsewhere if he takes a hit earlier on.
