Ryuji is a Hanayama tier fighter physically so he honestly might be strong enough to rip Inaba's hair apart like Ohma did. If he lands a solid hit Inaba is gonna be badly damaged as well. Inaba does have the skill edge by an extreme margin though and his footwork might be able to keep Ryuji at bay for a bit but I can't see anything Inaba can do actually keeping Ryuji down. Eventually the perseverance of Ryuji will allow him to push through and land a hit which will turn the battle in his favour.

So I'd say Ryuji wins high diff with lots of minor wounds but nothing too major. Lots of cuts and scrapes along his skin from Inaba's hair.
