I never understood why Bill specifically can't affect 4D beings with his hax while everyone else who is comparable to him can.

And 4D here isn't 4 spatial dimensions, since that's 5D = High 2-A. 4D characters here are just 3D with 4D power, so I see no reason why Bill couldn't affect other 4D beings such as pretty much everyone else around him
