King K. Rool has a chance due being a little stronger physically, so he should be able to win due speed being equalized. But Asgore isn't going down without putting a fight

What kind of Soul Hax does he have?

The attacks of nearly every Undertale character attacks the SOUL.

I don't think that hitting the SOUL counts as soul hax, considering that many, many attacks in Undertale are clearly physical, but still damage the SOUL. I think it's pretty clear that the SOUL simply represents you in a more RPG-friendly format, and that it breaks when you suffer mortal wounds.
