Fairly certain this is an AP stomp. Kyogre backscales slightly from either 100 or 370 petatons, and Lapis is 35 petatons w/ country level durability

Citation needed. The only thing I found on his page is the "moving all the oceans" bit, which is exactly what Lapis did for her rating.

Pretty sure they should have comparable AP regardless given their feats.

Regardless, Kyogre takes this every time in decent fights. More versatile and resistant to Lapis' attacks.

Dropping the ocean on a being that has greater control over the oceans won't kill said being.

Also, Kyogre just has to hit Lapis once, which it is more than capable of doing

He can't if she's in space.

Imo, the Weather Trio can survive in space, as Rayquaza has no problem being up there and they're all cut from the same cloth.

A small, flying target is getting hit by hyper beam? It's not like she's just gonna stand there.

What citation? It's literally on his page.

And besides, using a water attributed move against....another being that specializes in it won't do anything.

Im voting Kyogre FRA too.

Doesn't help if he can't fly. Flight is only listed in 5-B.

Only attacks that Lapiz can perform are water based, and those are poorly effective against Kyogre. Also, can't Kyogre also control water or just generate it?

They can both control the ocean. I need proof his is better.

It says he resists. Not that he's immune.

Can he manipulate it if it's frozen. I only recall him freezing things.

Guess is fair, Lapis lacks of versatility, skill and combat outside of water manipulation.

I wouldn't say she's "lacking" in skill per say. Her skill just does literally no good here.

btw about the Weather Trio in space thing: it makes sense for Ray to be there, as is it is in charge of the sky, possibly even space. why would Groudon and Kyogre have a ranom space/sky ability.
