Layared everything

No. Some layers are magnitude based and some layer based. Resisting 500°C and getting burned by an attack doesn't mean that attack has layered fire manip, it means the attack is hotter than 500°C.

It's a bit more complicated with something like AZ as no higher magnitude exists but that'd be context depended and overcoming AZ resistance through colder attacks would likely be closer to physics manipulation than AZ layers.
 
Maybe for AZ but the rest can be layered in the basic sense
They can be quantified in a conventional sense (how dense the metal is, how bright the light is etc)
Not like that, the char already resists all abilities I've mentioned (and some more), but gets cracked by a stronger version. Thanks to RE, she just resists them again. So would that count as 1 layer of resistance or not?
 
Temperature manipulation can be layered, but proving this is more difficult than with other abilities and requires more evidence.

For example, if character A can withstand a temperature of 1,000 degrees, and character B can burn A, that means Character B abilities is hotter than 1,000 degrees.

For Character B’s ability to be considered “Layered,” much more evidence is needed. For example, we need more specific evidence, such as that Character B’s ability is weaker than 1,000 degrees, that temperature is irrelevant, and that it can burn anything regardless of temperature.

Or, there is a room, and it’s very hot inside. No one with the ability to manipulate temperature can control the temperature in the room,it’s said that the room resists control,but one character is able to control the temperature in that room. This could also be considered “Layered.”

That's generally how it is. This applies to these other abilities as well.
