Quick question about layers

Someone told me Fire Manipulation cannot be layered I’m guessing because of this?

Moreover, layering should not be thought of as applying to abilities which intuitively can be overcome with magnitude, such as heat resistance or analytical prediction. For instance, it is not layered fire manipulation to burn someone with a heat source hotter than they can withstand

They also said that several mods have said you cannot have it and no one has it on VSBW can anyone confirm

It doesn’t make sense that it can’t be layered to me

Yes it's because of that. A has shown to resist Fire that burn with a heat 200°C. But C has a Fire Ability that is stated hotter than A has ever experience, so it not labeled as a Layered Fire Manipulation, but just Fire Manipulation that exceed 200°C.

Resistance to such abilities can be overcome with magnitude (degrees, volt, etc.)
