The wiki says that "The Last Prism and Rainbow Crystal Staff attack with real refracted light, and the Black Belt allows the dodging of such attacks" The MSG or Black Belt doesn't allow you to dodge them if not you have a 10% chance to dodge any attack, They do point it out in the "Other" section where they say "Master Ninja Gear: Lets the user dodge any attack with a 10% chance and gives them the ability to dash" but the terrarian can't dodge light and when the last prism is shot it's instantaneous and you can only aim dodge it, it doesn't give him light speed reactions if not just gives him a 10% chance to dodge any attack. if it was reaction speed he could always dodge light speed attacks 100% of the time, it would be something similar to the combination of monster Garou's precog, Ultra instinct but only has a 1/10 chance of happening.
in conclusion, the terrrian doesn't have light speed reactions nor can he dodge the last prism. It should be noted on his page since over on insta there was a debate including the terrarian and multiple people used this for him having LS reactions.
