She has life and death manipulation, power nullification allows her to negate Shinnok's more effective abitlies, not to mention life and death manipulation could also do that, existence erasure, and she has teleportation on a multiversal scale as said on her page, making Shinnok's BFR less of an option, plus a lot more solid and powerful abitlies but the ones I mentioned are the ones I see making a big difference

Liliana has teleportation on a multiversal scale, pretty sure that she's not gonna get trapped, plus that can be countered pretty easily by simply saying "well what stops her from erasing him or even just kill him with death manip", he has maybe one way of winning while Liliana has several

So, I'm not sure what Shinnok's AP and Dura is, but seeing that Liliana's varies and she has stat amp, she'll likely take AP and Dura. She also has a wide variety of abilities, moreso than Shinnok, and better resistances.

The real kicker is the Chain Veil. With this, she'll be able to amp far, far above what Shinnok can really deal with. Shinnok's only chance is Sealing, which Liliana could potentially beat with Power Nullification.

Although, someone who knows more about Shinnok may inform me. Incorporeality is countered by Soul Manipulation, and Liliana's amp could put her abilities above the few resistances Shinnok has. Vote Liliana.

For two he's non corporeal, so depending on the type of death manipulation it might outright not work

Low Godly and Noncorp are useful, but she also has Soul Manipulation, and the Chain Veil amplifies her magic a lot when used.
