Yeah I'm going to write up a reason about who wins latter

AP/Striking Strength: Effectively dead even. Peacock scales above Marie's casual 2.39 kiloton feat while Winter scales to Cinder's 2.91 kiloton feat
Speed: Equalized
Lifting Strength: Funnily enough Peacock has a massive advantage here, Class T vs Winter's Class G, not that either of them use grappling much but its still good to note
Durability: Physically even, and both have forcefields that can block attacks, but Winter's is passive and she has ice and glyph shields on top of that
Stamina: Even, maybe edging out a bit in Winter's favor given the stamina feats from Volume 8 but stamina wouldnt really come into play here
Range: Winter but she never really abuses her range unless she's throwing a flock of nevermores at the opponent
Skill: Winter definitely holds the advantage here but Peacock is no slouch given that she canonically fought, defeated, and killed people as skilled as Parasoul and Valentine in her timeline. Both are equal parts ranged and cqc fighters but Peacock leans more towards range while Winter leans towards cqc.
Abilities: Winter has a wider variety of abilities at her disposal but unfortunately due to her limited screentime as a Maiden we only really see her focus on the use of electricity manip, coupling that with her cqc, summoning, and other abilities. Peacock, on the other hand, has no reservations about throwing literally her entire arsenal at her opponent from the get go, and with abilities like timestop, teleportation, and portal creation, she should be able to get around Winter's offensive and defensive capabilities with relative ease. Couple that with Peacock having flight meaning Winter cant reliably get out of her range to try to range spam, as well as Winter not even being Peacock's first brush with magic as she was literally designed to kill beings like Winter...yeah its pretty much just a matter of time before Peacock wears Winter down, and even though Winter can fight with her aura down, a sneak attack from a portal would end her.

TL;DR: Winter is more skilled but thats about it. Peacock either matches or surpasses her in every other category, her set of skills and abilities and tendency to spam the hell out of then, her slippery fighting style via portal spam and summons spam, and her experience fighting magic users as powerful as Winter would net her a win more times than not
