Lucifer might have an ontological advantage if he scales to Kether, but Joker's RE/AD will kick in and equalize stats anyways. Considering Joker either resists or has a counter to any of Lucifer's abilities, I'd reckon it'd be only a matter of time before he defeats or seals Lucifer.
