Uh.

King Chappa is Moon level based purely off of confidence scaling, and to Goku's Post-Korin Training key, which is Large Building level, and NOT the 22nd Budokai key.
Yamcha and Jackie Chun cannot sense Power Levels yet, and they are relying entirely on word of mouth testimony of Chappa's ability.

At the very least, he should be downgraded to Building level, given Pilaf Arc Goku is only twice as powerful as a normal human, with a possibly Large Building level.
He clearly is far from any of the main cast's league, considering Goku one-shot him without putting in a modicum of effort.

I agree with downgrading King Chappa but...

PL's aren't linear and Goku having a PL of 10 is far higher than the farmer's PL of 5. It gets revolting hearing that assumption as of late. Also, I'm pretty sure rules mention something about clickbait titles.

Going from Moon level to building level is indeed a major downgrade for Og DB even if its for a minor character. And as ednaxel2 said above, it might affect Chi Chi too. Which I also agree with.

The OP still should have said "Major downgrade for a minor character" or "Massive King Chappa downgrade". Via Discussion Rules about being specific. "Major Verse Downgrade" and nothing specific implied attempting to downgrade a big chunk of characters.

It seems really weirdly formatted but the stats look fine. One thing I have to add tho, the characters who're at least building level should have a possibly higher rating: "At least Building level, possibly higher"
