I think you already see the problem, its not just about destroying large buildings, its about outputting energy on that level, like if you can harm someone who can survive large building level attacks, but don't have the range or destructive capacity to actually destroy a large building. Some tiers have the "or those who can easily harm characters with X level durability" while many don't.
"or those who can easily harm characters with X level durability" might also not be the best explanation, I think something like "can output energy on this level" is more specific. Our Attack Potency page explains this fine, and I think we should add something to the top of the Tiering System page that links to the Attack Potency page for an explanation
