Waluigi, Toad, and Daisy do not have a Power Star key in they profiles. However they should have one since in Mario Party DS story mode they are Stated-To-Use the power of the stars to fight the boss of each board.

So in conclusion, Waluigi, Toad and Daisy will receive a power star key where they get high 4-C and the hax that the power stars grant.

I might disagree against the High 4-C rating because during Mario Party DS the cast is shrunk to minuscule sizes, and they need the power of the Stars to just fight against normal bosses like Kamek or Bowser. Or at least that's what I think happens, I played that when I was a kid.

Before the final battle the protagonists return to they original size, they don't fight Bowser while being small.

And as you can see in the scan, the game literally tells us that the protagonists used the power of the stars, which is not the same as simply having a power star and not being empowered by it. Besides, are you saying that the fact that they fight normal bosses is an outlier? You may be right about the other bosses, but in the final battle we don't fight Base Bowser, we fight Blockhead Bowser a transformation he achieved thanks to the Megamorph Belt. So it's logical to think that this transformation scales to the Power Stars and even if it not, this will be an outlier for Bowser and doesn't eliminate the fact that the protagonists used the power of the stars.
