Psylocke and blacks widow

as i dont think storm is very skilled in H2h combat at all while psylocke got a life time of combat training in a very short time and black widow has decades of experience on both Storm and elektra

Storm is very skilled in h2h combat trained by Gambit, Black Panther, and Wolverine. She was even able to hold up against BP person guards, who gave BW hell. Fight BP himself. Fight highly skilled Samurai Vampire, and more theres a link I can post.

Also Elektra is one of the best h2h fighters in marvel.

Psylocke does not have a life supply of combat training. She pick up skills from the body she took.

In one form of combat not nearly all like Gamora. Storm has been fighting since a child. She has been trained in multiple forms of combat and mastered weapons.

They all the skill to take on each other
