Currently, we scale Ms. Marvel's standard level of power at 7-A. However, pretty much everything giving her that scaling comes from The Marvels, whereas she doesn't have any feats nearly as impressive in her own series, to the point that even by the last episode, her shields were one-shot by a High 8-C+ sonic cannon, so I am proposing that she be given separate keys for her two appearances, as there is evidence that she has grown in power over time:
Ms. Marvel series creator and head writer Bisha Ali stated that Kamala's physical powers grew over the course of her internal, emotional journey in the show, which her powers were connected to:
"It’s not as though Kamala was holding back on embiggening the whole time. When she finally says it, she doesn’t shout it. It’s almost like a prayer: I need to be bigger than myself in this moment to fight this, and I don’t know if I’ve been bigger than myself in the past. Her physical powers are connected to this internal, emotional journey."
The Marvels director Nia DaCosta has stated that since the end of the show, Kamala's powers further developed both before and during the movie.
“One of the first times we see Kamala in the film is that moment from the end of ‘Ms. Marvel.’ So there's not much of a gap for her in terms of story. But I think, spiritually, there's a bit of time for Kamala's powers to develop somewhat. And then throughout our film, you see them develop more and more.”
It should be noted that according to the official Marvel Disney+ timeline order, Thor: Love and Thunder, Ironheart, Werewolf By Night, The Guardians of the Galaxy Holiday Special, Ant-Man and the Wasp: Quantumania, Guardians of the Galaxy Vol. 3, and Secret Invasion all take place between Ms. Marvel and The Marvels, so the time gap between them doesn't seem that small. The post-credit scene for the Ms. Marvel finale (and by extension, all of The Marvels) would need to take place months after the rest of the show at minimum.
I propose that for a key specifically covering the show, Ms. Marvel's hard light powers should scale to "At least 8-C", as while very new to her powers, she was able to oneshot a Stark Industries Combat Drone of the same model used by Mysterio. Her base durability can probably also scale to 8-C, as she was able to withstand an attack from Kamran, who used comparable hard light powers. The 7-A stuff can stay in a separate key for The Marvels.
