Merem Solomon update

While the reasoning for the downgrade does make sense, there is currently a Noble Phantasm revision thread going on that is discussing the possibility/likely hood of upgrading Fate characters back to tier 6, so I suggest that maybe updating Merem be put on hold until the end of the NP revisions. I don't see a point in downgrading him to tier 7 only to later upgrade him back to tier 6 anyways.
