Yea, no victory condition for Rimuru and likely for Merlin either, but even IF and only IF Merlin could, say, use BFR against Rimuru via Time Traveling him (which Rimuru should be able to resist due to his overpowered composite magic resistance from magic resistance on person and his multilayer barrier, as well as his control magic Skill and his Ultimate Skill-User trait), or do some other stuff by Time Traveling himself, it would be a stomp due to Rimuru still not having any victory conditions.

How long does the battle last before us Higher Existence Beings declare it closed?

If Merlin is determined enough to win, he could start by sending lower forms to gather intel and work something out--Rimuru's not exactly subtle about what he does, and Merlin has Clairvoyance. He's Grand Caster now, after all, when he only used to be Top of the Waiting List. The title of Grand Servant does allow him some privileges.

If they have to duke it out right then and there and anything else is no-no, then I vote Incon.
