Considering he was flying before and afterwards, i think he's just hovering on the surface to look like he is walking.

He‘s pretty clearly walking, you can see the splashes each time he takes a step

Yes, he is "walking", as i said though this looks more like he is hovering and simulating walking seeing as he flew before and afterwards, rather than an water walking ability
Pretty sure water walking is given when the character has a ability for it or no others means to traverse it

I’m saying he does have the ability. I just can’t make myself see him just “hovering”, he is visually very much walking on water and I don’t think the direction was he was just flying barely over it, especially when he quite literally makes solid contact with the whole of his shoe on the water as evidenced by the splashes
