Lemme analyse this a bit.
So, AP, they are functionally equal in energy output. Austin is a better martial artist and has a pistol, but Michael can put more energy in a smaller point with his knives, so he has a technical AP advantage in close range, but lacks ranged options. Myers is also the tougher fellow with his better feats, regeneration, pain inhibition and immortality, and also stamina specifically for that. He can soldier through anything Austin can pull off in raw AP. Hilariously, though, Austin is way stronger in LS, so much that he can grapple and ragdoll Myers around with his lifting strength. I don't know how he'd use it, but he is so hilariously above Myers that it ought to have consideration. Austin is also a better tactician, judging on how he beat the stuff out of a group of guards using toilets.
Speed is equal, but Austin is more mobile. Not by much but, eh, it's there.
In miscellaneous powers and abilities, Michael has just the right power set for a brawl, and thus in a direct fight, he boinks Austin badly. Austin is a terrible shot and he lacks any sort of equipment or skills that can really put down Michael. His hypnosis, seduction or anything else, as glorious as they are, shouldn't have much bearing in this, as Myers really isn't the type to get into a talking situation in a fight.
I wouldn't call this a stomp, as Myers would have to fight hard for it, but I don't see any way for Austin to win. His only grace would be to try to get Michael into submission with a grapple, but it is entirely possible Powers would get tired before Myers did considering the insane stamina feats Myers has.
I vote for Myers.
