Have you never played Skyrim? Or at least read Miraak's profile? Besides the fact that it is damn hard to command the mind of fragments of time (What the dragons are), Bend Will bends the will of the earth and the minds of animals and people

That's right. Miraak used it to basically mind control people. I was thinking of the game mechanics behind it, how you can only use it in the game to ride dragons. I apologize.
