Monster Hunter Small Country Level+ high tier clarification and intelligence issues

Not making this thread to dispute any feat calcs or anything like that, but wondering as to why certain high end elder dragons are given the + on their tier without any specific reasoning, and asking to change the intelligence of several of the entries that are higher than they should be based on the misconception that dragon weakness = smart. Zorah Magdaros singing the new world and Dalamadur shaking the earth are pretty well calculated feats, but monsters like Fatalis and Safi’jiiva seemingly just have the + slapped on by merit of being arbitrarily superior to Xeno and Zorah. Should Kulve Taroth be 6-B+ just because it’s stronger than Xeno too? It feels really arbitrary without any extra numbers or calculations attached especially when Dalamadur, Kulve, Gogmazios, Gaismagorm, Shantien and especially Dire Miralis, a black dragon stronger than Alatreon who is given the +, are not given this tier. I’d suggest just removing the + from the few who have it unless there’s a strong reason that they have it. As for intelligence, I hope it’s self explanatory that the entirely unfounded headcanon of dragon element “attacking intelligence” shouldn’t be used as a metric for this stat, especially not promoting consistently animalistic characters as extraordinary genius. Also, Safi’jiiva’s statement of being smarter than humans is a mistranslation of a page in the Dive into Iceborne book describing it as a creature “beyond human comprehension” not “beyond human intelligence”. I can provide scans for this but I don’t have them on hand rn so it’s completely understandable if that’s not changed for a while until I show it.
