Move Addition for Ash's Pikachu?

So, this is just a stray thought, but, can Pikachu get his Thunder Armor move without having Swellow around? I mean, in the episode Solid as a Solrock, it shows both Pikachu and Swellow being covered in the "armor" after Pikachu uses his Thunder on the both of them, so logically, I believe that Pikachu may be able to do it solo as well as with a partner. Is this correct, or am I going a bit off-base here?

So, should it be added to Ash's Pikachu's list of fake moves?
 
Pikachu uses Thunder on the electricity weak Swellow to make it strong enough to one shot something. Seems legit ovo.
 
The question though is whether this counts as a legitimate ability, or if this is just simply PIS. I personally think that if it was added, it would give Pikachu some defensive capabilities on top of his Counter-Shield.
