I'm gonna say Bean. Passive Luck on his side, plus having a good range advantage with a gun and bow and arrow, bean could take shaggy out from a distance away. Nothing stops him from shooting down shaggy from a distance away. And while shaggy has some weapons which could take out Mr. Bean, even from a range distance, He doesn't have the advantage of passive luck, and is going to face passive misfortune just by being near Mr. Bean. So Mr. Bean is getting in better and more fatal shots more times than not. Also, Mr. Bean is far more likely to use his gun or bow before Shaggy uses his items which could one shot due to Mr. Bean caring a lot less about other people's safety, and not understanding how dangerous it can be. He is a man child, even described by Rowen himself. He has even shot someone in the back with a bow and arrow. And didn't give any sort of surprised or caring reaction about it. (Mr. Bean legit savage). While shaggy probably wouldn't in character immediately resort to those kinds of more fatal or BFR means.

And should they decide to physically throw down. They both may physically be close to each other. But bean has the lifting strength advantage and likely could incapacitate Shaggy. Or choke him out. Or just shank him.
