Jagras FRA, not much to consider here. Dude has teleportation but it is listed as minor meaning I can't see it being super great.

I'd argue yes but it doesn't seem to be on every move, just the one, and while Jagras does have a weakness to fire, it also has AP advantage, meaning it doesn't even level the playing field well.

Absolutely not. AP is fair, neither have any viable hax. This is a fair match.
