Mr. Satan vs Magmortar

I'd go with Magmortar since he has a flamethrower ranged attack that could easily burn Mr. Satan. Magmortar with low-mid difficulty.

Magmortar takes this with little difficulty due to a range and massive hax advantage.
Magmortar's plethora of ranged abilities outrange Hercule's weapons, which would give him an edge. If Hercule gets close, Thunder Punch has a chance of paralyzing him and restricting his movement, and if it doesn't, any of his fire moves could burn him to reduce his power output while damaging him, and Smog can poison him. Confuse Ray would do as it implies, making him less likely to attack Magmortar and possibly hurt himself, and would be even less likely to hit Magmortar with Smokescreen effectively blinding him.
