The Thu'um is arguably conceptual given it manipulates tones. Also with Bend Will the Dovahkiin can mind control biological time machines powered by ideologies.
 
Is it really a haxstomp though? I'm not sure if he has any passives, so Goku could pull something off....uh oh. I did not notice the type 4 acausality. Yep, nevermind, you're right. Holy shit I should have paid more attention. Just got a little over excited at low 2-C Dovahkiin.
 
Even if you disallowed speed equalization, Dovahkin is literally way faster than any character in DBS. IMMEASURABLE

Yeah I know, but where does him having superior AP come from?
 
Alduin is really not a baseline Low 2-C in the slightest. He burned away twenty two Jills with a single breath of fire from his maw. And the Dovahkiin killed him forever.

And then this same Dovahkiin was causally stomped by a single muttered Thu'um from Miraak, who scoffed at the Dovahkiin's Alduin-slaying feat, viewing it as trivial. Miraak was already powerful enough to kill Alduin back when he was a mortal, and he spent about 5,000 years inside Apocrypha getting stronger.

By the end of Dragonborn, you surpass Miraak and slay him, and then absorb his soul.
