Multiple tier 0s?

So I kinda wanted to know some things. I heard tier 0 is suppose to be JUST one at the top and if there are "multiple tier 0s" they just become High 1-A+ which is kinda sub tier 0 just its for a verse with more than 1 tier 0. But Elder Scrolls and Cthulhu Mythos have 2 tier 0s so I kinda wonder why is that and they are not just High 1-A+ with a note that mentions they are tier 0 but due to 0 being an exclusivity deal it changes it a bit.
 
If i am correct tier zero has changed multiple times sense that was the case, tbh I'm not up to verse with what it is now

it may be those characters are manifestation\ avatar of of the true tier 0
 
so avatars would fall under tier 0 regardless if they come from a tier 0?
They would be High 1-A+ at best, and thats only if said avatar is like a puppet for the tier 0 to act within reality or somesuch, like how SITM God does.

You can only have multiple tier 0s in the same verse if there is actually no distinction between those characters.
 
It's like that because of this:
There can, however, be distinction within Tier 0 if these distinctions don't introduce a variety of essences and substances in isolation and self-exclusion from each other. For example, if there are two characters A and B, and both are one and the same being/essence/substance, not being separate from each other even in their distinction. Bear in mind that such things must be stated to be the case, or at minimum have reasonable points of inference.
They're essentially different "faces" of the same thing.

But wouldn't it mean that the Avatar is Tier 0 with powers? I mean, if there's a 10-B character who's the avatar of a tier 0 entity, the avatar has no real power but the Tier 0 true form keep acting regardless?

However, a loophole of sorts is present if a character is, in some way, fully backed up by one. For example, if a character has the full favor of a Tier 0, who blesses and empowers them to be protected from all harm.
It doesn't really make sense to say that someone with the full power of a Tier 0 (Which is outright stated to be the case in this scenario) wouldn't also be Tier 0. Also, an avatar would be a similar situation, at least in the case of SITM God, right?
