It's the "makes sense in powerscaling but not properly executed in the story" type of thing. Most tier jump to relativistic in the verse is like that, but Toga is often the one that gets highlighted for it since she has a feat against Deku.

I think some people are just eternally 5 and don’t realise that air actually has mass and affecting a large amount of it is gonna give you high results.

He is still scaling from that value even if its a blitz feat, he's just an unknown amount higher than it, but he still scales from 1.68c.

he scales to the feat, but he's not really a good representative for it
also his profile doesnt make it very clear that he's a blitz amp above it.
it just says he, "managed to outpace Rewind All For One, catching up to him despite his head start" which makes it seem like he's only a little faster, not "blitzing from hundreds of meters away" faster

Quirked Shigaraki kept up with and stalemated with Deku, who perception blitzed him (something bakugo never did), for like 20 minutes+
Shigaraki with his quirks would decimate Cluster Bakugo
