Napstablook can keep himself invisible for a good amount of the fight and attack the shark with his tears for a few seconds then turn invisible again. Although the normal water part of his tears won't do much, the magic should be plenty to do some kind of damage.

Does the shark have access to water to be in? If so, then it inflict some incredibly major damage to Napstablook in a short amount of time due to its AP advantage (Multi City Block level vs Multi City Block level+). If not, then Napsta just showers it with tears and it dies easily.
