I found this cloud - dispersing calculation from another site that I haven't found here or anywhere else It would only affect Ronny, Claire and Shizuo through powerscaling.

I've only frequented top strongest wikia for a while and do not have a full idea on their reputation/credibility; I just thought that this could be legit and warrant a proper upgrade for a few characters

I've brought this up with Jordanbairdcreaturemaster97. He thought it would most likely be an outlier for the verse and I can understand that given most of the verse's feats. However, this feat would only really scale to the God Tier's of the verse so I think this should be discussed.

Actually, I was more voicing my concern that it would be seen as an outlier. I personally don't think it is one, considering our policies, but the last time it was brought up by BANLK (one of our other experts on the franchise), they considered it to be outlier-ish.
 
Just came to me that this could scale to Simon (along with Yahiro and Shishizaki if we ever bring them up here)
 
I am sorry but the cloud dispersing feat is considered as an outlier. Also I have hard time believing that Ronny, Claire and Shizuo are equals since from what I know, Ronny can destroy both of them with a thought.
 
It seems to me like we usually consider Weather Manipulation to be valid sources of AP, particularly cloud dispersal.

As far as killing them with a thought, it's very vague. All we know is that they each solo their own verse effortlessly, then stalemate against each other. We've only ever seen Ronny use his powers for combat against a 9-C character.
 
I'm pretty sure that at the absolute bare minimum the feat can be applied to Ronny since he did it himself and is some type of homunculus/demon that has weather and matter manipulation on his profile

I'll admit that it can become a bit "fuzzy" when trying to bring the powerscaling since it could potentially apply to even more human characters in the verse when I think about it
 
The feat's only actually small city level, since the clouds only moved about a quarter of that distance. But it still seems like an outlier for AP. Could it be any good for Ronny's range and attack speed though?

I really don't see why this would be an outlier when it would probably applied to roughly 1 - 3 characters, especially when said characters are the High/God Tiers of their own verses and the Naritaverse

Also, even if you take some of the other characters into account, it wouldn't really change the verse as a whole. I mean, it's not like Mikado, Masaomi, Firo etc. would suddenly become city level; at most it would be 6 - 8 characters I imagine
 
I think it would actually be 4, at most.

Aside from these three, the only characters who would scale are Simon (who can only fight back briefly against a casual Shizuo) and the real Felix Walken (who doesn't have a profile, and still lost to Claire in the end)
 
Okay

Hajime Shishizaki is a rather obscure character but he has been stated to be the equal/superior of both Izaya and Shizuo. They would get into fights but could never match up to him. He hasn't been seen but has only been mentioned in 9th volume of DRR and some of the side stories

Yahiro Mizuchi is a character in the Durarara SH series. He was able to fight Shizuo for a considerable time and even knock him down a few times but ultimately lost to Shizuo. While itt was stated that his fighting ability was due to his natural instincts, incredible fear and lack of mercy, Yahiro should have comparable strength, speed, durability etc. since he has no martial arts training that could act as a "counter" per se.
 
I've tried actually putting together a watchlist, but everytime I have a chance to get through some of it I'm not in the mood, so I end up wasting my time browsing this website and youtube
