Naruto likely wins. Haku might be an annoying match-up due to his skills, but Naruto should be able to repeat what he did to Haku in P1. He also outlasts anyway.

At bare minimum, he could repeat his strategy from P1 of summoning Gamabunta/Gamakichi to fend off Shukaku, while he goes in to punch Gaara awake.
Alternatively, he could fend off Shukaku with a Chō Odama Rasengan barrage while he goes in to punch Gaara awake.
Either way, he gets the same result.
