Ciel is more a summon than a partner (in the last key he is less than that), and as you can see in the weaknesses section, one die if you kill the other. Btw, why aren't CW and CB in the same profile? You know, profile like Caroline and Justine and The Eleven Me exists.
They are separate characters, have some abilities that aren't reliant on each other (once transformed) and have a few solo fights. Summons can have profiles, too. Look at half of Nasuverse.
