I'll give the win to Nejire Hado on the basis she can spam shockwaves and not get tired out much at all in this fight.

Aero does have her water and ice magic and the intelligence advantage here. Does Nejire spam her shockwaves in character?

Shockwaves would definitely overpower her water and ice magic then. Combat intelligence is quite vague when we don't know how good were the other androids.

Isn’t Nejire AP value for her 30% key ?

If that’s the case she should take this low diff.

I can see Aero taking it High diff if tp is in character she might abuse it along her scanner and just trap Nejire in ice.

Yeah, her profile stats she only used 30% of her power which is where the 791.06 Tons comes from.

Aero doesn't really spam her tp and uses it mostly as a getaway to dodge deadly attacks.

Aero would use her scanner to determine how strong Nejire would be and react accordingly to that. As for her ice/water magic, she's able to use it conjunctively.
