Ness starts off with paralyzing Max leaving him vulnerable to anything Ness got (Like PK Flash or just knocking him out with his good ol Bat). An addition, Max notebook would be unavailable to him since he can't write anything due to being hypnotized or Paralyzed. So my vote goes to the Boy from Onett (Oh, and uh, Ness also has a form of summoning too. He can summon the Flying men that represents his courage. But it's not in his profile for some reason).

True, Max has the chance to flick Ness away. But however, Ness PSI Paralysis is instant so it might hit Max first. And if that's the case, he could end it PK Flash.
