I'm not sure about it, but he'll for sure get NPI for cutting reality. Probably space manip too?

Depends if there is infinite energy in the world. If it effectively functions like a power source that has an endless supply, it could work, yeah.

Depends on how he did it, I'd say. In most case, that would most probably be okay, though. It would give the character High 3-A/Low 2-C AP depending on how exactly he destroyed the universe.
