Judge Dredd hears reports of Not Important's rampage of indiscriminate violence and decides to intervene. Fight takes place in a city simliar to New York. Not Important has access to rocket launchers. Speed is equalized. Can Dredd take down the law-breaker, or will the rampage continue?

With speed equalized:

Dredd has more combat experience (He is 70 years old and was on the force for 50 years) and his firearm is more versatile than anything Not Important has. I vote for him, he just needs a clear shot to win, but Not Important is going to give him hell due to the explosives he has.
