Oh yes. He wants to turn the entire multiverse and all life and afterlife to an eternal degradation and torture chamber for everybody within it, with himself as their sole deity for its citizens to worship for all of the neverending abuses that he heaps upon them. He already runs his own higher-dimensional universe, the Dark Dimension like that.
He is basically what Kim Il-sung, Hitler, Stalin, and all of the other most ruthlessly psychopathic megalomaniacal god-complex tyrants in history would have been like if they had godlike power. It basically isn't possible to get any worse than him. Even classic Thanos isn't quite as evil as he is. Only Mephisto, and maybe the Red Skull, is in that league. Thankfully Dormammu is so arrogant that he almost never uses his full power and resources efficiently at all.
Kaido isn't as bad as Dormammu obviously, but he still has the same mindset as Genghis Khan, and runs his entire country like an enslaved hellhole, and if he had power on a level with Dormammu, he would likely have caused a comparable amount of damage.

- 30M - 100M: 3.33... times increase
- 100M - 300M: 3 times increase
- 300M - 400M: +100M increase

- 500M - 1.5B: 3 times increase
- 1.5B - 5B(maybe?): 3.33... times increase
