So is Black Star comparable to 25 gigatons?

Katakuri is comparable to 13 gigatons so the diference is less than 2x. But still I don't see how can Black Star overcome Kata's FS and Body Control. I mean sure, he could hit Kata's soul but the latter can just 'loldodge' with his powerset.

Kata's also far more tougher. He scales to people who can fight for five days. On top of that he has better range and is more versatile.
