OP OC Major Rule change

Due to a possible banning of 1-A characters for fights on VS Battle, the judges decided that maybe the OP-OC should be made a bit less OP. There is also the fact that speed and strength for higher dimensional characters is immeasurable so there is no way to really argue who is faster or stronger. Because of this the judges felt the contest would be more quantifiable if we kept it to 2-A only.

Lol. Yeah a variety of online and personal issues made this hard to conduct, and eventually everyone kinda forgot lol. Maybe we can do another one some day.
