if Boruto tries to hit him directly, Cecilus will gain a statue blitz amp which is higher than Boruto's amp. Also worth mentioning that, Cecilus can just cut Boruto's haxes when he tries to use them on him, he can do so against characters which blitz him

He typically does this while flying, and before actually engaging, he utilizes Uzuhiko, which would mess up Ceclius, but given that he has insane predictive abilities, hitting that is not realistic. He also never really uses it off rip unless he wants to muck your senses so that you can't fight back while he talks to you, the only time he uses it for output is against opponents that are far too hard to kill, like Jura, and even then Boruto will likely attempt to charge it up. The downsides of Uzuhiko is that he needs to plant his feet onto the planet so that he can use its rotational energy, which takes a way a big portion of Boruto's mobility as he usually fights while flying.
