I would say 18, the only Pan's feat that I remember is sumiting Gero for a while

i would say 18 as well, due to superior stamina, and possibly superior speed.

I'll have to go with Lazuli. She is likely stronger (17 one-shoted Gero, and 18 is stronger than him iirc) and has better fighting skills. Not to mention she has infinite stamina and also knows the Kienzan technique.

I don't get it....isn't Pan comparable to BoGT Base Goku who is > SSJ3 Z Goku
Not only that but she was able to hold her own against Rildo who is > (some form of) Majin Buu
she's also in the same ballpark of power as GT Trunks who is way stronger than he was in Z, and in Z he was = or > 18
so....my vote goes to Pan

^I think that you are refering to Trunks from the future, GT Trunks is much weaker than him

Pan is faster, but 18 is a lot better of a fighter and has the AP advantage, Dura advantage, and Stamina advantage. Android 18 should have this.
