About the concept of fate.

Law Manipulation, Life Manipulation, Death Manipulation, Fate Manipulation, Causality Manipulation, Probability Manipulation, Conceptual Manipulation (Type 1: Possesses power over fate, the natural order of the universe is governed by the concept of fate. Every life, event and story is the product of fate leading to a certain outcome. Fate is responsible for many sequences, such as choices picked, relationships built, mistakes made and ending a life. Fate is superior to Parca, while simultaneously binding her and being unbound by it)

While Parca is.

Incorporeality & Abstract Existence (Type 1: Concept (Type 1). Is a metaphysical existence beyond human comprehension. Described as an abstract concept that exists in a conceptual form. As she affected the universe while being unaffected by the destruction of the universe)

I think Parca should get Greater Concept Manipulation (Type 1) because she can manipulate the concept of fate, which is treated as being superior to her.

Rebuttal: But Parca has power over and can manipulate the concept of fate. This means it would only be an anti-feat if the concept of fate were superior to her.

Answer: Of course not, just because she can manipulate the concept of fate doesn't mean she is superior to it. If we use an analogy, it would be like saying that a soldier who drives and operates a tank is stronger than the tank itself just because they can ride and control it.
