I believe we need permission to create a 1-A character. Would I still need that permission if the character’s 1-A-iness relies entirely on pre-accepted scaling that we already use on several profiles?

Nope, as long as you are “scaling” him to others, and “others” has been already evaluated and accepted, you don't need permission for scaling chain.
