I'd say Piccolo with low diff. Through some powerscaling I've done Piccolo would be (possibly far) superior to Buuhan as of the Universe 6 Saga, and Paikuhan has never been shown to be anywhere close to that level of power.

Piccolo low diff. He's an extremely smart fighter compared to most of the other Z fighters. His Special Beam Canon increases his level of power by a few times, allowing him to take on stronger opponents than himself.

Piccolo with mid-diff. I don't think he's superior to Pikkon by much, and certainly not above Buuhan, I do think he's the smarter fighter given he, unlike literally EVERY other character in DBZ, can fight opponents more powerful than himself.

Base Goku is ewual to base Vegeta who's superior to SSJ3 Gotenks who isn't ludicrously far off from Buuhan (Buuhan's probably 3x stronger). SSJ Goku is 50x stronger than base Goku and isn't that much stronger than Frost, and Piccolo isn't that far from Frost, so he's at least somewhat more powerful than Buuhan.
That's just me powerscaling, and if you disagree then that's fine.

Depends on who you scale Piccolo to.
If Piccolo is scaled of Base Universe 6 Arc Goku: Pikkon is incredibly stronger if we go by what we saw, as he one shot SPC in his restricted form and his full power is equal to SSJK Goku (whose base was equal to Restricted Pikkon), which means that he one shot SPC with 1% of his strength. This alone puts non-canon pikkon above SSJ3 Gotenks and Base U6 Goku.
If Piccolo is scaled to SSJ U6 Goku, then Piccolo too much of an advantage for Pikkon to win.

Piccolo should be a lot stronger than Pikkon. Considering he is on par with Frost, who is almost on par with SSJ1 Goku. Base Goku being able of fodderizing SSJ3 Gotenks with as much ease as Pikkon did Cell.
However since Pikkon belongs to the Toeiverse canon, he blitzes terribly.

I made this thread before the upgrade to the toeiverse. Pikkon blitzes bout if I made speed equal piccolo would most likely win with some difficulty so I guess this battle is over.

Since this thread is outdated, and would either be a stomp in Piccolo's favor speed equal or a stomp in Pikkon's without, I guess I will close this thread.
EDIT: LOL! Pikkon literally got upgraded just hours after I posted this comment. Now he stomps both via speed and AP.
