I think the Dovahkiin wins via intangibility, time manipulation and soul manipulation. Piccolo's Regenerationn would not help him against Dovahkiin that could attack his soul, can chip away his durability using Marked for Death. He can also dodge Piccolo's huge AoE attack via Become Ethereal, and summon three allies that arguably nearly as powerful as him. Piccolo can win if he use his controllable ki blast. I still think that Dovahkiin is the most likely to win

I feel that if Speed wasn't equalized, then this would have been a stomp in Piccolo's favor. However equalizing speed changes things and actually makes me throw my hat in for the Dovahkiin. To me, the Dovahkiin's more varied thu'ums and arsenal would give him the edge over Piccolo's more destructive Ki attacks. Not to mention, Call of Valor, Summon Duhrneviir, and Summon Odahviing can make this fight become a two v one multiple times. And then there's the shouts like slowing time, draining vitality, marked for death, elemental fury, and dragon aspect which give him the edge in buffing himself up and weakening Piccolo.

Dovahkiin can slow down time drastically, use marked for death to severly weaken an opponent's durability, and increase his overall stats by using dragon aspect. Dovahkiin wins.
