Portals can't really be scaled to travel speeds since it's simply bridging the gap between two places. It has no bearing on the character's actual movements. However, if it is treated as a form of teleportation or instant movement, then it can be scaled to travel speed if it is quantifiable.

Portals are mostly used as range if I recall. Like how Star Butterfly can make interdimensional portals gives her cross-dimensional range but not MFTL+ speed.
